Housing
Task Force
On June 8, 2001, members of the Housing Task Force came together for
their first meeting. Over the next nine months, members learned a
great deal about the housing market in Moorhead. It soon became clear
that there are a number of reasons that Moorhead is not getting a
proportionate share of the population and housing growth in our region.
However, it was equally clear that Moorhead has some tremendous assets:
- its
public schools.
- its
business community.
- its
three colleges.
- its
excellent City staff.
- its
citizens who care about the future of their community.
Recommendations
The Task Force considered whether it should recommend specific goals
or targets for different housing needs. We decided not to make any
specific recommendations at this time, for two reasons.

First, our mandate was to identify large-scale factors that affect
housing supply and demand, not to quantify specific needs.
- Second,
we do not have enough information or expertise to make an informed
recommendation.
We
believe that specific targets should be established, but only after
a comprehensive housing analysis has been completed by a qualified
consultant. We believe that Moorhead can and should acquire a larger
share of the regional housing market. In order for this to happen,
the City must make housing growth a top priority. It must invest
the necessary financial and human resources. It must commit itself
to systematic and sustained long-term effort. We hope that the facts
collected in this report, and the recommendations of the Task Force,
will provide a helpful starting point.
